Hi all,

Here are the major changes in this new version:

-A new bit in the path computation capabilities flag has been defined: The P bit that indicates whether the PCE can handle path constraints (e.g. max hop count, path metric bound).

-Three optional sub-TLVs for the PATH-COMP-CAP TLV defined to encode more complex capabilities: The Objective Functions sub-TLV that carries a list of supported objective functions, the Opaque Objective Function sub-TLV that allows the user to encode a specific 
objective function in any appropriate language, and the Switch Caps sub-TLV that carries a list of supported switching capabilities. 

-OSPFv3 procedures added (scope control with S1/S2 bits)

-The text related to the procedures to limit the impact on the IGP (dampening, hysteresis) has been updated, it is now normative (SHOULD) as requested in Dallas.

-Procedures for the PCE address TLV have been clarified: This TLV MUST be carried either once (v4 or V6) or twice (v4 & v6) within the PCED TLV.

-Removed PCED/PCES redundant elements of procedures.

-Also some edits for the sake of clarity.
