Hi Aijun,

I did one more pass. This time I have gone ahead and made an update and
created -29 xml directly (to save up on back and forth time). If you are
happy with the changes that I have made please go ahead and post it and we
should be ready to send this to IESG/John.

The main changes are -

(1) Two error conditions related to the capability exchange are added
(2) RBNF was incorrect, we need both CCI and one of the (BPI, EPR and PPA)
objects. It was mistakenly sending either CCI or (BPI, EPR and PPA) objects
before!
(3) Figures were crossing 72 characters limit and thus reformatted
(4) The order of message exchange for EPR was incorrect in the figures
(5) IANA considerations was updated
(6) Many editorial changes
