Hi!

I am not opposed to the intent of this document (extending the use of the
existing attribute), but I don't think it's ready to move forward.  In
short, where's the specification?

The document includes a section to justify the extension ("The case for
extending the Received ETR RLOC Attribute of RFC 8059"): it presents
several scenarios and considerations.  But there's no description of how
the Receiver ETR RLOC Attribute is used differently -- there's no
specification.

For example (not an exhaustive list):

- rfc8059 explains the use of the attribute that "allows the root ITR to
  perform unicast LISP-encapsulation of multicast data packets to each and
  every receiver ETR that has requested unicast head-end replication."  But
  this is not the use case for the extension.

- Is multicast transport always expected when using a multicast address for
the
  ETR?

- Do any of the attribute fields need to be updated?

- Should this document formally Update rfc8059?
