Hi.
I think that if it is going to be internet standard it must be complete 
by nature, so that if anyone specifically an implementer looks at and 
wants to use it , it can figure almost everything out regarding 4601bis.
So i think pointing to other RFC'(s) is not a good idea. either it is in 
the 4601bis or it is not.
