Presumably. The submitter's website appears to have been set up earlier this
year and has a mishmash of random documents that aren't related to one
another. 

I am not a patent lawyer (or any kind of lawyer for that matter), but I
can't see how this filing has any bearing on the indicated RFCs and
Internet-Draft given the expired nature of the cited patents. Am I missing
something?

Patent troll?  The page references US6370639 and US6393126 which according
to this other page:

are expired and in some countries abandoned patents belonging to Todd
Glassey.
