I want to point out to people here that this draft reflects work from the
3rd CMP interop workshop (which was virutally held the week of Aug 30th).
This was one of 2 big challenges we faced.

Please review it, as those of us that worked at it feel that it makes
direct TCP usable and interoperable for CMP and have asked Carlisle to roll
it into upcoming changes to 2510.

We are trying to finish up a draft on the other major work item. Stay tuned.
