It's become apparent that we have two conflicting goals.  First, we want
to break the immediate logjam.  To break that logjam, we really need to
institute a few of the "now" bullets that Marshall presented.   Most 
important is to get some form of *immediate* consent of the governed so
that our leaders have a mandate to go off and do some work.

The conflicting goal is the need to do this right.  We don't want to
institutionalize a broken scheme that will ultimately come back to
haunt us.  The comments that David Brandin made highlight this concern,
and I believe the trustees are also worried about this.

I'd like to suggest that we take a two-pronged approach.  First, we
ask the trustees for approval of the interim steps that have been
floated on this list as a result of the IETF/IAB/IESG/ISOC negotiations
that took place a few weeks ago.  We should recognize that this solution
is interim and fragile and we should attempt to resist attempts to tinker
too much.

Second, we should recognize that we don't have an ultimate, long-term
solution on the table.  I'd like to suggest here that the trustees, if
they approve the interim steps recommended at the IETF plenary, also
convene a "constitutional working group" with a charter to report back
in 3-6 months with a well thought out, legally sufficient document that
can serve as a formal charter.  It is recognized that this charter may
differ from the interim provisions and would thus be presented back to
the trustees, the IAB, and the IETF for their advice and consent.

In summary:
	"now": institute the interim steps to provide consent of the governed
	"soon": put a long-term system into place
