I just sent in a draft defining the SYS and AUTH response codes and 
the AUTH-RESP-CODE capability.   Before it shows up in the I-D 
directories, it can be obtained from 
<ftp://ftp.pensive.org/Public/Randy/draft-gellens-pop-err-00.txt>.
