-01 draft of our architecture submitted to Datatracker.

https://datatracker.ietf.org/doc/draft-van-meter-qirg-quantum-network-architecture/

Mostly cleanup and addition of references, with modest additions:

  * fully connected point-to-point example
  * single optical switch example (still minimal)
  * brief discussion of topology discovery
  * wave packet definition (this is going to need work)
  * boilerplate for normative refs
  * mention "logical node" (this will need a LOT of work as concept of
    logical node develops in our work)
  * modest extension to multicomputer

I really should have pushed this level of update back in April; most of
it was done then, but I never got around to finishing it off.

This is really setup for working on a major extension. If things go
well, I should have a much more major update in the next few weeks.

...which makes this an excellent time to comment on the overall
structure of the draft. Are the right things included? Is the
organization reasonable?

One issue not addressed yet is how to reconcile with both the Telefonica
and Napoli architectures, especially on the definitions of the planes,
as well as the more focused protocols in the other active and expired I-Ds.
