If there is a MUST, the receiver can have an implementation that takes an ACK frame, makes conclusion on age and time, and do updates. With SHOULD, it needs to add additional complexity to manage information from both frames, even if a second frame is rare. Granted, the ACK frame must be parced once to validate the packet, but it is still simpler with at most one.
