To clarify, I believe the problems this is solving/benfits are: 1) Impossible to have an invalid value in MAX_STREAM_ID 2) Makes push more like an extension 3) Saves 2+bytes per update to MAX_STREAM_ID 4) Slight reduction in odds of head of line blocking from moving off the control stream.
