As we get closer to finishing this draft, a new issue (#79
<https://github.com/quicwg/ack-frequency/issues/79>) came up about
connection migration and PMTUD.

The PR (#95 <https://github.com/quicwg/ack-frequency/pull/95>) started as
editorial, but it quickly became obvious it would be better as design.  I
don't expect it to be controversial, but please take a look to confirm that.
