Hi QUIC,

As you might recall, the QUIC-LB draft
<https://quicwg.org/load-balancers/draft-ietf-quic-load-balancers.html> is
mostly ready, but we've put it on ice until it gets deployed somewhere, in
case that experience proves helpful. That choice may have paid off.

TL;DR the people that actually run Google's infrastructure fear that two
config ID bits will not be enough when rotating keys at Google scale, so
they've asked for a third. There are (very mild) downsides to this.

The issue is here <https://github.com/quicwg/load-balancers/issues/215>. I
haven't written the PR yet but it should be pretty straightforward. As
we're pretty late in the process, I'd appreciate the consideration of
people who care.
