Hi,

Mark and me have reviewed the WG discussion on packet number encryption, and are in agreement that the WG seems to have reached rough consensus to land PR 1079 in its current form for QUICv1. So we're asking the editors to please make that change to the documents.

As always, this issue can be reopened if better ideas and/or new data emerges. But since PNE is blocking the conclusion of several other things, we feel that it is important to make a decision now, so that the WG can move on to other unresolved issues.
