Hello, Section 10.2.1 of draft-ietf-quic-transport-03 says that “any frame other than STREAM, MAX_STREAM_DATA, STREAM_BLOCKED, or RST_STREAM on a stream in this [that is, idle] state MUST be treated as a connection error.” This list is exhaustive: no other frame types apply to a stream. This paragraph can be removed. - Dmitri.
