I am talking about the effect, not the cause.  The implication of this
in combination with moving table updates to a single control stream is
that the current header compression proposal, QCRAM-04, is just a
variant of HPACK/GQUIC with the same set of problems.

I will expand on this in a reply to the recent QCRAM email thread.
