  This document rearranges the text a bit to be clearer, and adds substantial new text which summarizes the issues discussed on this list in the past year or so.

  i.e. there's a whole set of signalling / behaviour features which are missing from RADIUS.

  The new text describes what's missing, and what impact it has on systems which use RADIUS.
