[rfc-i] Moving <seriesInfo> into <front> in the v3 format

Greetings again. The -14 draft has only one significant change: it makes <seriesInfo> a child of <front>, and deprecated it as a child of <reference>. The purpose of this is to allow the information for RFCs to come from just one source instead of the disparate sources now.
