[rfc-i] new HTML version of publication queue lacks anchors

Hi,

the previous version contained anchors so it was possible to directly 
link to an entry, such as with:

   http://www.rfc-editor.org/current_queue.php#draft-ietf-httpbis-cice

...it appears this was left out.
