[rfc-i] Availability of RFCs when they are announced

Paul,

Thanks for the suggestion and for bringing this to our attention.  We
had made an error that caused this problem.  However, it has now been
corrected, and the document is available from the following:

   http://www.rfc-editor.org/rfc/rfc4434.txt

We will be more careful in checking a document's availability prior to
sending out the announcements in the future.
