1.3.20 continues the process of adoption of RFCXMLv3, 
if the --v3 (kdrfc -3) flag is given.

The main effect of the change is that <sup>/<sub> now work in emphasis spans and section titles (which now use <name>).
(These do not yet work in table headings and captions, this is a TO DO.)

(1.3.19 had a build problem and was yanked.)
