We are now converging (again) on all open issues.

As we resolve the mailing list archive and RSCE consultation issues, as well as the points Mark raised in response to the consensus check, we will ask Peter to post a new draft.  Once that is done, we will begin another two week last call.  We note that this may overlap with consensus confirmation.

Please look for the last call hopefully early next week (depending on Peter's other commitments).
