We have updated the Reed-Solomon I-D, following Brian's suggestions. The main
changes WRT version 02 are:

- we added FEC Encoding ID 5 that describes the special case of RS codes over
  GF(2^^8) with exactly one symbol per packet. The FEC Encoding ID 2 (general
  case) remains untouched;

- we added FEC Instance ID 0 to be used with the Small Block Systematic FEC Scheme
  (FEC Encoding ID 129), for the special case of RS codes over GF(2^^8) with exactly
  one symbol per packet;

- we clarified text in section 6.4 as requested by Brian;

- we added the security section instead of pointing to the Basic FEC Scheme I-D,
  as suggested by Magnus;

- and of course we updated the various references.
