[rohc] Changes to ROHC-FN from -10 to -11

A new version of the FN draft has been submitted.

The draft is now in wg last-call, so here's your last chance to review the work.

  FN now refers normatively to draft-ietf-rohc-rfc3095bis-framework-02

- INITIAL section and reserved keyword
  Defines initial bindings to allow fields to be compressed
  using e.g. static or lsb from the very first packet.
  In new section 4.12.1.4.

- VARIABLE in []
  [] is equivalent to an enforce statement
  ([] in -10 already, was in 4.9.6)
  New - the reserved keyword VARIABLE can be used when
  no exact value or expression is known.
  Now in section 4.10

- clarifications on signed and unsigned
  In section 3.2.1 and in 4.4.2.

- added new text to explain referential transparency, no side effects
  In beginning section 4.

- clarifications on identifiers
  In section 4.2

- UPOSITION and CPOSITION attributes are removed, was in section 4.4.

- grouping syntax
  New syntax to group fields that can be encoded together
  but that are not contiguous in the UNCOMPRESSED header.
  In new section 4.5.

- fix definition of CRCs
  Removed polynomials and refer to framework draft instead
  In modified section 4.8.6

- fix lsb-encoding definition
  Previously looked more like delta encoding, not really lsb anyway
  Now binding the "UVALUE" attribute to the value within the interval
  whose least significant bits match the "CVALUE" attribute.
  Also added a definition of the interpretation interval for clarity.
  In section 4.11.5.

- fix requirement for fields in UNCOMPRESSED section
  in section 4.12.1.1

- some corrections to the syntax in the example in Annex A

- other editorial fixes in prep for wglc
  some sections where restructured or moved around (e.g. 4.9.2 -> 4.6)
  proof-read
  idnits
  spell checked
