ROHCers,

This updated draft includes status from all interoperability reports
I have received, excluding only those that have not been confirmed
(i.e. reports for interoperability between X and Y have been included
only if both X and Y have independently reported the same status). 

Missing reports are of course still welcome, but now is time to
start planning for a final interop where all missing tests should be
completed. If you have an implementation and believe you are ready
to test all pieces not yet tested, please let me know.
