Actually since there is only one entry in the SRH the drawing in fig 20 of RFC 8138 must be adapted for a size of 0 (meaning 1 entry) and a total length of 4 octets.

The format of RFC 8138 compressed packet is presented as:

Data is removed from the left as consumed. Removing the IP-in-IP removes everything left of it including RPI.
What gets forwarded to the unaware leaf starts at the LOWPAN_IPHC.
What's worth noting is that in Storing Mode the SRH contains the address of the 6LR that decapsulates.
IOW the SRH encodes the destination of IP-in-IP, whereas the root is the source so the encapsulator in the IP-in-IP 6LoRH is elided...
