I hope this comment isn't too late.

In draft-ietf-rreq-cidr-03.txt, Revision 2.06, dated 3/30/95
Section 5.2.2, IP Header Validation, states:

      (5) The IP header length field must be large enough to
           hold the IP datagram header, whose length is
           specified in the IP header length field.

Shouldn't this be, "The IP total length field must be . . ."?
In RFC1716 it states:

      (5)  The IP total length field must be at least 4 * IP header
           length field.
