I expect there to be more in the future. IPv6 being turned on in the operator networks is another matter, however -- very similar to consumer ISP situation on wired side. The statistics on actual number of data capable phones are a bit hard to come by last time I checked. But I think we might already have 2 billion IP capable phones, the turnover rate in phones is very high so most devices are new. Though not every user is necessarily launching apps that use IP. And most people that do wouldn't have applications that are always on, yet at least.
