It would be a lot of gearing for a _single_ group. The RSWG can send you 
email when the group thinks the RSAB should move. The IETF stream was 
made special because of the sheer number of groups and the opportunity 
for requests to get lost. The specialization relies on the secretariat 
doing extra things to move the document from the IESG to the RFC Editor 
at the end of IESG deliberation.

Modeling this more like the non-IETF streams is far less likely to 
introduce surprise later.

Adding a button for the RSWG chairs that sends email to the RSAB asking 
them to begin RSAB processing (and leaving history in the record) is 
something we can do, but it won't be this or next week.
