I think it should be marked in the tracker as replacing draft-iab-rfc7991bis, and should https://xml2rfc.tools.ietf.org/xml2rfc-doc.html be annotated as OBE too?

Could you note in the Asbtract and Introduction precisely which version of
the code this refers too?
