In order to facilitate a (hopefully) wide bandwidth exchange between 
those people who are most intensely interested in the subject, I've set 
up a new mailing list called "rtp-congestion@alvestrand.no", with the 
following description:

Discussions about congestion control in RTP. This is related to, but not 
part of, the RTCWEB WG of the IETF.
This list is operated under IETF contribution rules; please regard the 
NOTE WELL as being included.
