That is NOT what it means in SDP O/A - it means "the other side decides" :)

One way would be to add some flag/parameter, to explicitly indicate the usage of the iceControlling flag to determine the roles - if people want to do that. The advantage is that it would be independent of the signalling protocol used between the peers.
