Summary: 
The document is well written but suffers from an over-abundance of unnecessary detail.

Comments: 
This document could be made more understandable by removing the material in section 2.1 and 3 describing the internal structure of a Backbone Edge Bridge.  Most of it is irrelevant to the operation of the GMPLS control plane and the description of internal components, particularly those that are not externally visible, is not typically useful.

Examples describing how ESP-VID and ESP-MAC DA are obtained would also be helpful.
