I answered this first question on 10/26/2015 for Stewart (cc'd authors and chairs). (my memory is still good:-))

It's still the same answer, but considering this document's revision time, maybe it will change. I didn't realize all of you were holding your breath for the answer:-)

Answer: We need to do "downward references". I had sent links in my previous email to recent IS documents as examples, e.g.:
