I uploaded version -12 of the draft with the agreed upon items during 
the side meeting in IETF-118 on Wed Nov/8/23

   - Incorporate the comments from Bruno and Sasha that we agreed upon 
on Nov/7 or Nov/6
   - Add the clarification that Sasha, Ahmed, and Stewart agreed upon 
privately
   - Text from Section 10, 2nd paragraph, from RFC7490 but also include
     reference to  bashandy-uloop draft
   - Modify "on the post-convergence path" to "the link to that
     neighbor is on the post convergence path" in Section 6.1
   - Make all references to uloop proposals or algorithms
     informative. This way we do NOT force anyone to use a particular
     method or algorithm
