COSE met second session Monday, 16 November at 14:00.

We briefly discussed the current status of drafts talked a little more about rechartering,
and spent the majority of time going over CBOR encoding of X.509 certificates.

Most WG documents are finishing IESG evaluation or in the RFC Editors queue.  The last
remaining -- draft-ietf-cose-countersign -- will be ready for WGLC once some TBD sections
(all pending examples) are removed.

The recharter would allow the WG to accept algorithm documents in many cases without
any further changes to the charter, and to work on CBOR encodings for X.509 certificates
(sometimes still called "compression" within the WG).
