The Abstract is too long and the Introduction too short.  It is as if 
they got switch.

Abstract should just say something about the interaction of SCHC and 
OAM.  1 - 2 paragraphs.

Move all the rest of the content to the Introduction.

I once had a draft with a long Abstract and it did not go well in IESG 
comments...
