[scim] Biweekly meetings 2024

Hi everyone, happy new year!

We'll be continuing our biweekly meetings at the same times this year. I'll
list out all the dates below, and also add them to the calendar feed. The
meetings will be on alternating Tuesdays 11pm UTC and Thursdays 4pm UTC.
Note that the time of the meeting is based on UTC, so local time may change
during daylight savings in the summer.
