I've reviewed this document.  I see no issues as a secdir reviewer nor
any general issues I choose to raise.

This document defines how default values  are handled within netconf and
forces servers to adopt one of three strategies:

* Always expand default values into the configuration
** Always trim default values
* Indicate which values are default and which values have been set by a
