I agree with Joel. I see the value of the use case, but would not support to have it as a separate document, and rather integrate it with the problem statement.

For our own work, having use case drafts that help us understand different aspects of the environment, and needs our solution must meet, is very helpful.  Thus, drafts like this which illuminate aspects of the problem are useful to the working group.

But what is the value to the greater community?
And what explanation will we offer to the IESG for taking up the community and leaderships' time processing this?
