It's for the WG chairs to say, but I think we should pursue this
WG deliverable, *and* recharter to work on the exit selection
issue.

I remain optimistic about shim6. Its time may come in a few years
when the dust has settled from the IPv6 deployment panic. So we
should finish the job.
