Hi,

i have submitted the attached draft for consideration to the wg.

The goal o this draft is to consider different mechanisms to initiate  
communications between hosts within the multihomed site and external  
legacy hosts after an outage. BEcause of that, the considered  
mechanisms only affect the hosts within the multihomed site (as oposed  
to the shim mechanisms, which involve both multihomed hosts and  
external hosts)

The draft is an attempt to tackle the item described in the charter as:

In addition to the network layer shim solution, the shim6 WG is
specifically chartered to work on:

...

o Solutions to establish new communications after an outage has
occurred that do not require shim support from the
non-multihomed end of the communication. The Working Group will
explore whether such solutions are also useful when both ends
support the shim.

In its current form, the draft presents several mechanisms that have  
been considered for dealing with this.
At this stage, the goal is mostly to foster discussion on this topic  
and see if we can come up with better approaches to deal with this (or  
convince ourselves that this mechanisms available are not so bad :-)

So, any feedback is welcome.
