Folks: I have submitted draft-ietf-soc-overload-control.

The changes in this version resulted from the AD review; the thread
can be followed from [1,2].  The changes were editorial with a
slightly expanded Security Considerations section.

The draft is ready to be progressed ahead.  Thanks to all WG
contributors.
