Here is a very terse set of of requirements for
a configuration framework.  This intended to
help us move towards a standard way SIP
user agents can be configured automatically
and updated on demand.

I have submitted this draft, but I wanted to get
it asap to people for consideration or discussion
as part of the configuration topic on the
agenda at next week's interim meeting.
