This draft reflects discussions with the ADs and the DHC WG. There are
probably still a few minor items to be worked out, such as the meaning
(or lack thereof) of a list of names and IPv4 addresses, but the basic
structure should now be in place.

Comments are solicited. This is believed to be ready to go to the IESG,
but since this is substantially different from earlier versions (that
already underwent such last call) another brief WG last call may be
appropriate. My hope is that we can finally close this long saga.
