Hi,

Based on the discussions and input regarding the unreliably vs reliably sending of 199, I've submitted a new version (-03) of the 199 draft.

Note that the draft now also updates RFC 3262.

The draft also contains editorial changes based on IESG comments received so far.

I assume that we now can move the draft back to IESG.
