The loopback address was changed to FE00::1 in the latest routing and
addressing spec.  This conveniently falls under the "local use" address
prefix. This means that border routers that filter local use addresses
will also keep packets with the loopback address from escaping into the
backbone. Of course, only a mis-configured SIPP node would ever emit a
packet with the loopback addr, but this "safety feature" is nice.
