I note that you have addressed this to the SIPPING group.

Can I suggest you carefully review RFC 3427 and RFC 4485 and decide whether you want this to be a P-header or a normal SIP header.

If it is a P-header it can be processed in the SIPPING working group as an Informational RFC after expert review. However that is not what is contained within this document.

If it is a normal SIP header, it has to be processed in the SIP working group as standards track. However we may want some requirements analysis from the SIPPING working group. This document does not seem to form that requirements analysis.
