cullen,

your i-d looked mostly ok to me.  in section 4 example i think you have
a typo, since the identity example doesn't have any uri scheme:

       Network-Asserted-ID: "Cullen Jennings" <fluffy@cisco.com>

what comes to the hint either in the from field or in the NAI header not
matching any of the multiple identities of the user, i would say that
the proxy MUST reject the request, since it doesn't have the required
intelligence to pick one.
