About this goal:
"Provide for the standardization of specific symmetric key exchange protocols
for general use."
Is the goal to have a generic system that could be used by different
protocols? So I could get TLS and IPsec keys from the service.
Or do you want a generic protocol that could be profiled for different use
cases? So I would need two different services.
